Updated sigar binary with SIGAR-70 fix.

3.1.x users can patch by downloading the updated sigar-x86-winnt.dll:
http://svn.hyperic.org/dist/SIGAR_1_4/lib/sigar-x86-winnt.dll?revision=3502&root=Hyperic+SIGAR

In the agent directory:
copy sigar-x86-winnt.dll pdk\lib\

Start the agent service.
