GROUP Alerts for NTP "Peer Average Offset" doesn't allow values < 1

Regardless of whether I enter the value as 500ms or 0.05, it is rounded to zero (0) on the summary page for the group alert.

NOTE: Only happens with group alerts. Not for an individual alert

Mark for consideration in 3.2.3. There is a duplicate bug in the HHQ project for this but I cannot find it. Assign to Charles.

This is misleading. The units for Peer Average Offset is seconds, so user input values has to be rounded to the nearest second. However, because the number rounded to 0, the code was not correctly formatting the value with "s". Therefore, changed the DurationFormatter to use the original units for display so that the value appears as 0s or 1s.
