Plugin Manager: The help doc link in agent sync status page is incorrect

Description

1. set the config to use local user guide document for all the help links.
2. go to plugin manager page, bring up the agent sync status dialog.
3. Click the help link.
Result: A new window opens up, However, the link that the window is trying to get to is
http://localhost:7080/ui_docs/DOC/ui-Administration.Plugin.Manager.html.Status

The link should be: http://localhost:7080/ui_docs/DOC/ui-Administration.Plugin.Manager.Status.html

The hq help tag currently has two attributes: (they're all not mandatory)
1.context (default:true) true means it will generate the doc link according to the page context. Otherwise, the help link will point to help homepage. (Currently no help tag in the system has context set to false.)
2.key: It's the key that developer want to append to the help link (for sure, .html postfix will come after this).

Take plugin manager help link for example. The help doc link for plugin manager is:
http://localhost:7080/ui_docs/DOC/ui-Administration.Plugin.Manager.html
It's using <hq:help />

The help doc for the agent sync status dialog in plugin manager is:
http://localhost:7080/ui_docs/DOC/ui-Administration.Plugin.Manager.Status.html
It's using <hq:help key='.Status'/> which will append ".Status" to the plugin manager help link.

However, if we want to make a help doc link like this
http://localhost:7080/ui_docs/DOC/my-custom-link.html
We can use <hq:help context='false' key='my-custom-link'>
