Description

When Availability changes from 1 to 0 or 0 to 1 an extra data point shows up as .5. This creates confusion especially with Schedule Downtime feature

Example:
When you schedule a group for downtime, the first indicator point shows Yellow before going into Orange indicators.

Reproduction:
1- Create a group with 1 platform in it.
2- Schedule downtime
3- First indicator point at the beginning of downtime shows Yellow.

Expected Results:

100% to paused (green to orange with no yellow) on the indicator charts

(Originally logged as just against Schedule Downtime, however, this can be observed when a resource goes down and chart time is set to 60 minutes)

This is caused by AvailabilityManagerImpl.getPageData(). A queue is created of all RLEs inside an interval. If that interval is the collected interval and the value changed on that mark, there will only be 2 data points. These 2 data points are averaged together. This creates incorrect data being provided in the UI and even hqapi as it uses the same calls as the UI.

If the two data points are 1 and 0 where 0 is the start of the interval the value for that time interval should be 0 not .5.
