"year" logic in schedule.js is unintuitive

Description

Today is December 28 2011 I want to schedule a control action for next week. Upon entering the "New Scheduled Control Action" dialog I observe that the drop down lists 2011, 2010, 2009, 2008, 2007.

I am unable to schedule a control action for next year or the year after.

Upon review of hq-web/src/main/webapp/js/schedule.js the logic is to count backwards from the current year for 5 years. This is counter intuitive as scheduling events in the past is impossible.

The counter should count upward from the current year instead of backwards

On all the browsers I checked (IE9, Firefox, chrome) the year listbox is empty which is a much more severe bug, the month and day are alright.
