Can't upload .xml plugin which include other plugins when hyperic server is running on windows

Description

If a plugin includes another plugin (pdk\examples\qmail-plugin.xml for example includes process-metrics.xml) and the plugin is uploaded via Plugin Manager UI it will fail to deploy. This appears to only be an issue on windows. Tested on Linux and Mac without issue

Steps to Reproduce

1.) Install Hyperic server/agent on Windows Platform
2.) Navigate to Plugin Manager Ui
3.) Attempt to upload qmail-plugin.xml

Actual Results:

UI Error: "IO Error, could not open qmail-plugin.xml"
Stacktrace in server.log (see attached)

Expected Results:

Plugin successfully deployed

Workaround:

Manually deploy plugin to server's hq-plugins directory

Used to happen only when the plugin's xml contained reference to another plugin.
Fixed file path resolution to use a platform-dependant method.

Verified in Version 4.6.5.BUILD-SNAPSHOT-2012-02-08
success to upload the plugin.jar an plugin.xml files to Hyperic server on win xp platform.
validate that the plugin file exist in the Hq-plugins folder and agents automatically synchronize success.
