Clone platform is missing the list of "Available clone targets"

Description

Steps to Reproduce:

Go to browse->resources
Click on any platform link
Go to tools menu -> clone platform
the list of Available clone targets is empty so that we can't clone the platform.

Agent verssion 4.6.5.BUILD-SNAPSHOT-2012-02-05 (it also appears on some older agent from 4.6.5)

background:
we need to go to /app/resource/$
Unknown macro: {resource.id}

/clone/targets
for the function that fetches the platform list.
the base URL was /app/resource/$

/clone and the "/targets" was added to it in a later step.
problem:
the org.apache.catalina.filters.CSRF_NONCE was added to the URL before that so we got something like:
/app/resource/$
Unknown macro: {resource.id}

/clone?org.apache.catalina.filters.CSRF_NONCE=A224...F3/targets
fix:
change the base URL so it will include the "/targets" part from the beginning.
